Casey Roy brings 30 years of commercial bankruptcy experience with a distinctively comprehensive background. Throughout his career, Casey has cultivated specialized knowledge at the nexus of federal bankruptcy and state regulatory law, particularly within healthcare contexts.

Casey’s professional career began after law school as an associate with a Texas-based Chapter 11 firm. Here, he represented debtors in some of the nation’s largest bankruptcy proceedings, setting the stage for his further development at a bankruptcy boutique firm in Houston. His work there involved representing official committees and debtors across various industries, as well as Chapter 11 debtors’ liability insurers in asbestos-related bankruptcies with tort claims totaling billions of dollars.

Following his private practice experience, Casey transitioned to public service in Austin, dedicating 12 years as an Assistant Attorney General with the Texas Attorney General’s Office. In this capacity, he served as regulatory counsel to Texas state agencies in multifaceted bankruptcy matters, focusing particularly on healthcare market cases involving acute care hospitals, skilled nursing and senior living operators, behavioral providers, hospice, home health agencies, and stand-alone surgical centers..

Casey also developed experience in consumer protection, energy, and environmental bankruptcy cases. During his tenure with the Texas Attorney General’s Office, he represented numerous client agencies on bankruptcy-related regulatory issues, including the Texas Health and Human Services Commission, Texas Board of Medical Examiners, Railroad Commission of Texas, Texas General Land Office, Texas Department of Aging and Disability Services, Texas Department of Insurance, Texas Department of Motor Vehicles, Texas Racing Commission, Texas Lottery Commission, Texas Department of Information Resources, the Texas A&M and Texas Tech University Systems, and the Consumer Protection and Charitable Trusts Divisions of the Texas Attorney General’s Office.

Casey subsequently served three years as a trial attorney with the United States Trustee program of the United States Department of Justice. In this role, he supervised Chapter 7 and Chapter 11 bankruptcy proceedings filed in the Western District of Texas on behalf of the United States Trustee for Region 7. His responsibilities included representing the United States Trustee on all Chapter 11 matters, such as “first-day” motions, employment of estate professionals, coordination with and appointment of Chapter 11 trustees and official statutory committees, litigation of enforcement actions in Chapter 7 cases including discharge objections, and prosecuting dismissal actions for bankruptcy system abuse. His oversight encompassed selecting and appointing statutory patient care ombudsmen in healthcare cases and facilitating communication between courts and providers to ensure adequate representation of patient interests.

Additionally, during his Department of Justice tenure, Casey held a dual role as counsel to the United States Trustee in complex Chapter 11 healthcare cases filed in the Southern District of Texas.
